Zero Waste City

BACKGROUND
Banyaknya permasalah terkait dengan sistem persampahan TPA atau landfill yang terlalu berdekatan dengan permukiman dan kawasan lindung. Bertambahnya populasi menimbulkan bertambahnya tingkat konsumsi penduduk, sehingga mengakibatkan meningkatnya produksi sampah. Selain itu, ancaman terhadap lingkungan alam yaitu terkait sumber makanan dan minuman. Gagalnya konsep waste management mengakibatkan banyak permasalahan persampahan.
Pada era saat ini, untuk menyelesaikan permasalahan sampah butuh visi yaitu:
1. Has a concrete goals
2. A single call to action
3. Engage the national psyche
4. Predict and redesign the future
5. Create a climate for continual improvement
6. Out-competes existing waste disposal method
7. Create a new economic model enabling the market to drive the change
Menurut Edgar S. Woolard Jr. the most suitable vision is "the goal is zero: zero accident, zero waste, zero emmision".
Ide untuk menyelesaikan permasalah sampah adalah mengubah dari sistem waste management menjadi waste elimination.
APA ITU ZERO WASTE?
Zero waste adalah semua tentang perubahan persepsi, berpikir ulang dan mengubah cara berpikir. Lebih cenderung mengeliminasi daripada manajemen sampah. Selain itu pendekatan untuk perubahan besar terhadap alur material masyarakat, dan menjaga produk yang dibuat  harus menerapkan konsep 3R baik kembali ke alam atau akan dijual kembali.
ZERO WASTE SOCIETY
1. Central government
    - Take the leadership role
    - Develop legislation to support the zero waste target
    - Provide a national coordination
    - Create a major planning role to fulfill
2. Local authorities
    - Guard community ownership of the waste stream
    - Local authorities will enter into partnerships with each other and the community and private 
      sectors
    - Tailoring contracts, partnership to support zero waste programs
3. Manufactures
    - Invest new design
    - Create products with minimal waste, reduce packaging to a minimum and take resposibility for 
       both the recycling or reuse of the packaging and for the product
4. Retailers
    - Stock products that are recyclable and repairable
    - Encourage their suppliers to use minimal packaging
    - Provide systems for consumers to recycle excess packaging
    - Promote products that are environmentally sustainable
5. University/schools
    - Teach zero waste principles as part of their basic curriculum
    - Have their own recycling systems in place to ensure that studens gain first hand experience
    - Developing modules looking at how waste is socially constructed and the behavioural and 
      cultural changes needed to achieve the targets
6. Engineers.consultant
    - Retrain and gain new systems of understanding around waste
    - Train in the zero waste technologies and systems
7. Community Organization
    - Work with local authority partners, creating sustainable employment opportunities
    - Educate and promote local waste reduction and recycling schemes
8. Housedolders
    - Basic unit in any national programs
    - Householders can buy products that are durable, repairable, and recyclable
    - Participate in local kerbside and recycling schemes
    - Install recycling systems in workplaces
3 Core principles is end cheap waste disposal, design waste out of the system, engage the nation.
